An Ottawa homeowner submitted a duplex conversion permit in November and called us, frustrated, in late February. Three rounds of comments from the plans examiner, three resubmissions, four months of calendar time, and the file was still open. We pulled the comment letters and saw the same thing we see almost every week: small, fixable application errors that each cost a review cycle. Cumulatively, six weeks gone.
The City of Ottawa plans examiners are not trying to slow your project down. They are trying to confirm your renovation meets the code. When they cannot confirm it, they ask. Every question resets your file in the queue. Here are the permit application mistakes we see most often, ranked by how much time they cost.
Mistake One: Incomplete Application Triggers Hold
The single most expensive mistake is submitting a package the City rejects on intake as incomplete. The clock does not start until the file is deemed complete. We have seen owners think they are at "day eight of review" when their file has been sitting on the incomplete shelf for three weeks.
An Ottawa application is deemed complete when it has, at minimum:
- The completed permit application form, signed
- A site plan with property lines, setbacks dimensioned, and proposed footprint
- A full set of building plans (floor plans, elevations, sections, schedules)
- A zoning summary on the cover sheet quoting the by-law
- An energy efficiency design summary or HOT2000 model where required
- Structural details signed by a P.Eng. where required
- Schedule 1 and Schedule 2 forms identifying the designer and reviewer
- The fee paid (minimum $117, scaled to project value)
If any of these are missing, intake parks the file. The fix is simple: a checklist before submitting. Our designer's intake list has 27 items. Every one is checked before the file is uploaded to MyServiceOttawa.
Mistake Two: Site Plan Without Setback Dimensions
The site plan is the first drawing the examiner looks at. It tells them where the new work sits on the lot. The most common rejection on a site plan is missing setback dimensions.
What needs to be on every Ottawa site plan:
- Property lines with dimensions
- Existing structures with footprint dimensions
- Proposed structures with footprint dimensions
- Setback distances from each property line to nearest face of new construction
- Lot coverage calculation in the table
- North arrow and scale (typically 1:200 or 1:250)
- Easements, watercourses, mature trees if relevant
The examiner verifies the setback math against the by-law. If the dimensions are missing, they cannot confirm compliance. They write a comment, your file goes back, and you lose 5-15 business days waiting for the next review slot.
The 0.6 m surprise
By-law 2008-250 requires eaves and overhangs to count in some setback measurements. We have seen permits stuck because the homeowner showed a 1.2 m side-yard setback to the wall but did not show the 600 mm eave overhang that lands at 0.6 m, below the 1.2 m minimum for some zones. Always show the overhang dimension separately.
Mistake Three: Wrong Zoning Subzone in the Summary
Every set of permit drawings should have a zoning summary on the cover sheet. It states the subzone, the relevant by-law sections, the proposed and required dimensions, and confirms compliance.
The mistake we see weekly: the summary says "R1Z" but the actual zoning is "R3M[1234]." The examiner pulls geoOttawa, sees the discrepancy, and writes a comment. Even when the proposed work would have complied with the actual zoning, the wrong subzone in the summary triggers a redo because the entire compliance argument rests on the wrong rules.
Your designer should pull the parcel-specific zoning from geoOttawa on the day they start the drawings, not from memory or from a similar project on a nearby street. Subzones change parcel by parcel.
Mistake Four: Missing OBC §9.36 Energy Compliance
Section 9.36 of the Ontario Building Code is the energy efficiency section. Any new construction or addition has to demonstrate compliance through one of three paths: prescriptive, performance (HOT2000 model), or trade-off. Every permit set must show which path and the inputs.
What examiners look for:
- Effective R-values for walls, ceilings, slabs, and below-grade walls
- Window U-values and SHGC ratings
- Air-tightness target (typically 1.5 or 2.5 ACH50)
- Ventilation system specs (HRV/ERV with flow rates)
- Heating equipment and HVAC sizing
- Compliance form signed by the designer or a registered energy advisor
"Will provide" or "to be confirmed" is not acceptable. The examiner needs the actual numbers at submission. The fastest way through this section is to retain a registered energy advisor early and bake their HOT2000 file into the permit set.
Mistake Five: Structural Drawings Without an Engineer
Any addition with a beam, post, foundation, or modification to a load path triggers structural review. The City requires a P.Eng.-stamped drawing or letter for the structural elements.
The mistake: the BCIN designer puts beam sizes on their drawing based on the OBC span tables and submits without engineer review. The examiner sees a structural element shown on a drawing without a P.Eng. seal and asks who is responsible. Comment, resubmission, two weeks gone.
The fix: any structural element beyond simple span-table sizing gets engineered before the drawings go to the City. The engineer reviews, stamps, and either issues their own structural drawings or signs the BCIN designer's drawings as a reviewing engineer.
Mistake Six: Egress Window Specifications Wrong
Every basement bedroom and any rescue-and-escape opening must meet OBC 9.9.10. The mistake we see most often is showing a window that meets the area but not the dimensional minimum, or vice versa.
The exact requirements:
- Minimum unobstructed openable area: 0.35 m² (3.77 sq ft)
- No dimension less than 380 mm (15 inches)
- Sill height not more than 1.5 m (59 inches) above floor
- Window well outside with at least 760 mm clear in front
- If well is deeper than 1.0 m, a permanent ladder is required
A 24 x 36 inch slider does not qualify because the openable height is only 24 inches and the area when open is below 0.35 m². The window schedule on the drawings has to spell out the openable area with the math shown.
Mistake Seven: Schedule Forms Filled Out Wrong
Ontario's permit process uses Schedule 1 and Schedule 2 forms (and sometimes Schedule 4 and 6) to identify who designed and reviewed the work. The forms are short. The errors are common:
- Schedule 1 lists a BCIN holder whose registration does not match the project class (a designer registered for House but trying to design a duplex with three units)
- The designer signs as both designer and reviewer when separate signatures are required
- The forms are not signed at all, or signed by the homeowner instead of the BCIN holder
- The BCIN number on the form does not match the BCIN registry
The examiner cross-references every Schedule against the public BCIN database. A mismatch means a comment letter and a delay.
Mistake Eight: Mismatched Drawings
The plan, the elevation, and the section have to agree. The window in the floor plan has to be in the same place on the elevation. The roof pitch on the section has to match the elevation. The sub-floor heights have to add up to the section height.
Every set we have seen come back with comments has at least one disagreement between drawings. A common one: the structural drawing shows a 6 x 6 post, the architectural drawing shows a 4 x 4 post, and the examiner cannot tell which is correct.
Internal coordination is the BCIN designer's responsibility. Before submission, every dimension and reference should match across the set. Mistake Nine: Slow Response to Comments
Once the examiner sends a comment letter, the clock is paused on your side. Owners often take 5-15 business days to respond, sometimes because the comment goes to the homeowner's email instead of the designer's.
Every day you sit on a comment letter is a day off the schedule. The fix is simple: route comments to the designer or permit concierge as the primary contact, respond within 48 hours, and never let the file go cold.

Mistake Ten: Missing Servicing or Mechanical Information
Plumbing, electrical, and HVAC items have to be shown or noted, even if subcontractors will design the final layout. Common gaps:
- No fixture schedule for a bathroom or kitchen renovation involving plumbing
- No load summary for an addition adding circuits
- No HVAC sizing or equipment summary for a new heating zone
- No CO alarm shown adjacent to a fuel-fired appliance per OBC 9.32.3.9
You do not need the final shop drawings at permit. You do need enough information for the examiner to confirm compliance with code requirements.
The Pattern
Every one of these mistakes is small. None of them require deep architectural expertise to avoid. Together they account for the difference between a 4-week permit and a 12-week permit.
The owners who get permits issued quickly are not the ones with connections at City Hall. They are the ones who:
- Use a BCIN designer who has done many similar projects
- Pre-consult on anything unusual
- Submit a coordinated, complete package
- Respond to comments within 48 hours
- Treat the permit phase as the most important part of the job, not the least
