The attic above an Ottawa 1.5-storey or 2-storey house is the most under-used space in the building. It already has structure, it already has a roof, and in most homes it already has 6 to 8 feet of usable head height under the existing rafters. Yet most attics are full of insulation and cardboard boxes.
Converting that volume into living space is the second-best square-foot-per-dollar move on a typical Ottawa house, after a basement conversion. The catch is the OBC has strict rules about what an attic can legally be used for, and not every attic qualifies. Here are the five smart uses that actually return on investment, with the code rules that determine which one fits your house.
1. The primary suite (master bedroom plus ensuite plus walk-in)

The single highest-return attic use is moving the primary bedroom suite up. The kids stay on the main floor in the existing bedrooms, and the parents get a private floor with a bedroom, ensuite bathroom, and walk-in closet under the roofline.
The OBC requires 2.0 metres (6 feet 7 inches) of ceiling height over at least 50% of the floor area for living spaces, with the remaining 50% no less than 1.4 metres (4 feet 7 inches). Most older Ottawa attics meet the spec only with shed dormers added on the back to raise the ceiling on a portion of the floor plate.
The ensuite bathroom typically tucks under the lowest portion of the roof slope, with the toilet in the kneewall area where 4 feet 7 inches of headroom is plenty. The shower goes under the highest part of the roof for the head clearance. The walk-in closet uses the kneewall storage that would otherwise be wasted.
2. The kids' bedroom plus playroom (2-bedroom + bonus)
Best for: families with two or three young kids, larger Manotick or Findlay Creek 2-storey homes. Cost drivers: the number of egress windows required, the shared bathroom, and the structural work to carry the new floor load.
The opposite move from the primary suite. Take the parents to the basement or main floor, give the upper floor entirely to the kids. Two small bedrooms under the eaves, a shared bathroom, and a playroom or homework zone in the central volume.
This works because kids are short and tolerant of low ceilings, and because the geometry of an attic naturally creates cozy bedroom alcoves under sloped rafters. The playroom in the centre of the attic, where ceiling height is highest, becomes the gravity well of the floor.
The OBC §9.9.10 egress requirements are the constraint. Every bedroom in the attic needs an egress window with 0.35 sq m of unobstructed openable area, no greater than 1.5 m above the floor, and minimum 380 mm in any one dimension. Most existing attic windows fail this and need to be replaced or supplemented with a roof-window egress unit (Velux makes a code-compliant version).
3. The home office and library
Best for: remote workers and professional couples without children, smaller homes in Centretown and Sandy Hill. Cost drivers: this is the lightest-scope option, with no bathroom plumbing and no egress windows, so finishes and built-in millwork drive the line.
The lowest-budget attic conversion is the home office library. Built-in bookshelves along the kneewalls, a desk under a dormer, and a comfortable reading chair in the brightest corner. No bathroom, no closet, no plumbing.
This use does not require egress windows because the OBC only mandates them for sleeping rooms. The cost drops by 25 to 35% because of that single difference. The structural work is also lighter because the live-load demand for an office (40 psf) is the same as a residential floor, but the absence of bathroom plumbing eliminates a major part of the work.
For owner-occupied homes in older Glebe and Westboro neighbourhoods where the office space matters more than another bedroom, this is the most popular configuration. It also adds about 60 to 70% of the resale value an additional bedroom would, at less than half the cost.
4. The teen suite (loft bedroom plus separate bathroom plus hangout)
Best for: families with teenagers in larger Kanata, Barrhaven, and Orleans homes. Cost drivers: the full bathroom, an optional separate stair, and the size of the sitting area.
The teen suite is a single-bedroom layout with a separate full bathroom and a sitting area, designed to function as a self-contained zone for an older child. Often paired with a separate stair from the main floor for privacy.
This is the layout that quietly extends the time a young adult lives at home. With one-bedroom rents in the Ottawa core climbing year over year, families are increasingly building the teen suite to give a 19 to 26 year old space that feels independent without leaving the house.
The functional design is similar to the primary suite (bedroom, ensuite, sitting area) but smaller. The sitting area replaces the walk-in closet and gives the user a place to study, watch TV, and host a friend without coming to the family room.
5. The rentable suite (full second-dwelling unit)
Best for: lots that already have a second-storey but no separate entrance, owners willing to do the legalization work. Cost drivers: the separate entrance and exterior stair, a full kitchen and bathroom, separate metering, and the fire-rated separation between units.
An attic conversion to a fully separate rentable unit is the highest-revenue use, but the most complex. It requires a separate entrance (typically an exterior staircase to the side of the house), full kitchen, full bathroom, separate utility metering, and OBC §9.10 fire-rated separation between the rental and the primary house (1-hour fire-rated floor and walls).
It also requires the property to be zoned for an additional dwelling unit (Bill 23 made this nearly universal in Ottawa, but specific lots can still be excluded), the parking to be available without variance, and the structural capacity of the house to support the live load of a second household.
This is not a beginner's project. Expect 9 to 14 months from first design meeting to occupancy, and budget for BCIN drawings, structural engineering, and legalization paperwork as soft costs before construction starts.
The "is my attic even convertible" 30-second test
Three quick checks before you call a contractor. First, stand in the centre of the attic. If your head clears the underside of the rafter ridge by at least 6 inches, you have ceiling height to work with. Second, count the floor joists below the attic floor. If they are 2x6 or smaller, the floor cannot support a residential live load and will need to be sistered or replaced. Third, look at the rafters themselves. If they are 2x6 at 24-inch centres with no engineered ridge, you will need a structural ridge beam before you can finish the space, which carries its own engineering and material line. Insulation, the silent budget item
Every attic conversion in Ottawa hits the same bill. The OBC §9.36 energy requirements for converted attics demand R-31 minimum in cathedral ceiling assemblies, R-50 in flat ceiling areas, and continuous air barrier throughout. The existing insulation in 1970s and earlier homes is almost always blown-in fibreglass or cellulose to R-20, with no air barrier and no vapour control.
Bringing the attic envelope to current code is a meaningful line item on any conversion, driven by the roof area and the air-sealing approach. It is non-negotiable. The Ottawa winter will find every weak spot in the air seal and the ice damming on the roof tells the story.
The smartest air-seal strategy on attic conversions is closed-cell spray foam directly to the underside of the roof sheathing, 4 to 6 inches deep. It gives the air barrier, the vapour control, the insulation, and seals around every plumbing and electrical penetration in one step.
What I would skip on attic conversions
- Wet bars or kitchenettes that are not part of a legal second unit: usually fail permit if the attic is connected to the primary unit, and add a full plumbing run for no functional gain.
- Skylights without proper flashing details: every leak we have ever fixed in an Ottawa attic has been around a skylight. Use Velux with the official Velux flashing kit, never aftermarket.
- Attic-converted laundry rooms: the dryer vent run becomes a 30-foot uphill battle, the vibration transmits through the floor structure to the bedrooms below, and water damage from a leak ruins the floor below.
The successful attic conversion respects the geometry of the roof and finds uses that fit the kneewalls and the slopes. The unsuccessful one fights the geometry and ends up with low spots nobody can use.
Schedule and approvals
- Feasibility check (height, joists, rafters): 1 week
- BCIN-stamped drawings: 6 to 10 weeks
- Structural engineering letter for ridge beam and floor reinforcement: 2 to 4 weeks
- Permit submission (MyServiceOttawa) and review: 6 to 12 weeks
- Construction: 10 to 18 weeks depending on scope
- Total project: 6 to 10 months from first call to move-in
Plan ahead. Attics are the kind of project that get squeezed for time and end up rushed at the finishing stage. Give the design and permit phase the room it needs and the construction phase will be smoother for it.
