A homeowner in Centrepointe drew up a beautiful second-storey addition with their architect and submitted to the City. The drawings showed a 9.2-metre ridge. The R1 zoning cap was 8.5 metres. Permit denied. The architect went back to the table, dropped the roof pitch from 8/12 to 6/12, lost the cathedral ceiling in the master suite, and resubmitted four weeks later. The Ottawa height restrictions were the rule from day one. They just got read after the design was finished.
Height is one of the three big zoning constraints in any Ottawa addition (the others are setback and lot coverage). Get the height number wrong on your concept drawing and you redesign. Get it right on day one and the permit issues quietly. Here is how the City actually measures height, what each residential zone allows under By-law 2008-250, and where the surprise rules live.
How Ottawa Measures Building Height
By-law 2008-250 defines building height as the vertical distance from average grade to a specific point on the roof. Two parts of that sentence trip people up.
First, average grade. The City takes the natural ground level along the building footprint and averages it. On a sloped lot, this matters: a walkout basement can pull the average up by half a metre, giving you more headroom than a flat lot. On a perfectly flat lot, the average is just the existing grade.
Second, the measurement point on the roof. For a flat or low-slope roof, height is measured to the highest point. For a pitched roof (4/12 or steeper), the by-law measures to the midpoint between eave and ridge. This is the rule that lets steeply pitched homes look taller than the cap implies. The 8.5 m limit measured to the midpoint of an 8/12 roof can result in a ridge that is actually 10.5 m off the ground.
The pitched-roof allowance is real, but you must show your math on the permit drawings. The plans examiner verifies the average grade calculation and the midpoint measurement against your zoning summary.
Height Caps by Residential Zone
Under By-law 2008-250, the standard maximum heights for the most common Ottawa residential zones are:
- R1 (single-detached): typically 8.5 m to 11 m depending on subzone (R1A through R1Z each have their own number)
- R2 (low-rise residential, semi-detached): typically 8.5 m to 11 m
- R3 (townhouse, low-rise multi-unit): typically 11 m, occasionally 14.5 m in higher subzones
- R4 (low- and mid-rise apartment): 11 m to 18 m+ depending on subzone, with some R4 lots permitting up to four storeys
- R5 (mid- and high-rise residential): 14.5 m and up, often with site-specific exceptions
The subzone letter and digit after the R-number changes everything. R1A on a Glebe heritage lot is not the same cap as R1Z out in the rural fringe. Your zoning summary on the permit drawings has to call out the exact subzone (for example, R3M[1234]) and quote the relevant section of the by-law for height.
Watch out
Schedule 1A and 1B of the by-law contain specific exceptions that can override the base zone height. A property might be R1Z on the map but have an exception that drops the cap to 7.5 m or raises it to 11 m. Always check the parcel-specific exceptions before drawing anything. Heritage and Mature Neighbourhoods
Two overlay layers can knock your effective height below the base zone cap.
The first is heritage. Properties in a Heritage Conservation District (Centretown, the Glebe, Sandy Hill West, Lowertown) or designated as individual heritage assets are subject to compatibility review. A two-storey on a street of bungalows will not pass heritage review even if it meets the by-law height cap. Heritage Ottawa staff comment on roofline, eave height, dormer scale, and material. Their comments often pull the height down 0.5 to 1.5 metres below the by-law max.
The second is the Mature Neighbourhoods Overlay. This applies to many inner-city lots and adds extra rules on building scale, including a sometimes-tighter front-elevation height. The overlay forces the second storey to step back from the front face, which means your second-storey ridge cannot be as far forward as the by-law alone would allow.
If your property has either overlay, the design conversation has to start with the overlay rules and back into a roof shape that works.
How Height Caps Drive Design
The 8.5 m cap on a typical Ottawa R1 lot translates roughly to:
- One-storey bungalow with attic: easy fit, room to spare for any pitch
- One-storey with usable second floor (1.5 storey): fits comfortably
- Two-storey with 8/12 pitch: fits if first-floor ceilings stay at 9 ft and second-floor at 8 ft
- Two-storey with 9 ft second-floor ceilings and 12/12 pitch: tight, may exceed
- Three-storey: usually exceeds R1 cap, requires a higher subzone or zoning relief
If you are dreaming of soaring great-room ceilings, large dormers, and a cupola, the math has to work backwards from 8.5 metres. Every foot of cathedral ceiling on the main floor steals a foot from the upstairs roof.
The other lever is grade. We have done a few Manotick projects where careful regrading raised the average grade enough to gain 30 cm of legal height. The drainage and engineering had to be coordinated with the structural design, but the room above made it worth it.

Second-Storey Additions: Where the Cap Bites Hardest
The second-storey addition is where Ottawa height restrictions become a daily design constraint. The existing main floor is what it is. The new second floor stacks on top. The roof has to fit under the cap.
For a typical Ottawa bungalow with 2.4 m main-floor ceilings on a flat lot:
- Existing main floor (slab to top of plate): roughly 2.7 m
- Floor system between main and second: 0.4 m
- New second-floor wall plate: 2.7 m for 9 ft ceilings, 2.4 m for 8 ft
- Roof to ridge midpoint: 1.5 to 2.5 m depending on pitch and span
The total comes in around 7.5 to 8.4 m before regrade adjustments. That gives a 100-200 mm buffer to the 8.5 m cap, which sounds comfortable until the surveyor confirms the actual existing main-floor height is 2.85 m (taller than expected) or the average grade is lower than expected.

Minor Variances: When the Cap Is Almost Right
If your design comes in at 8.7 m on a 8.5 m cap, you have two options.
Option one is to redesign and bring the ridge down. Lower the ceiling, flatten the pitch, lose the dormer. Cheaper, faster, but compromised aesthetics.
Option two is a minor variance through the Committee of Adjustment. You apply for permission to exceed the cap by a specific amount, with reasons (architectural compatibility, useable space, neighbourhood precedent). Budget for the application fee plus designer time, expect a timeline of 8-12 weeks, and know the outcome is not guaranteed.
Variances for minor height excesses (under 5%) on properties without heritage overlays succeed more often than they fail in Ottawa. Variances on heritage lots or for excesses over 10% rarely succeed.
Mechanicals, Chimneys, and Rooftop Equipment
The by-law has carve-outs for things that stick up above the main roof. Chimneys, vent stacks, antennas, solar panels, parapets up to 1 m, and HVAC equipment on flat roofs are usually allowed to project above the height cap, within reason.
Two cautions. First, the projection must be incidental and not occupiable; you cannot turn a chimney chase into a spiral staircase to a rooftop deck and call it a chimney. Second, stairs to a rooftop terrace count as occupiable height; the stair enclosure typically lands inside the cap.
Always show the rooftop equipment on your elevation drawings. The plans examiner reviews the projection and confirms it falls under an allowance.
The Practical Workflow
Before any design lines get drawn on your Ottawa addition, the height conversation should happen in this order:
- Pull the zoning subzone and exceptions from geoOttawa
- Identify any heritage or mature neighbourhood overlays
- Survey existing grade at the four corners of the proposed footprint
- Calculate average grade per by-law definition
- Set the height budget: cap minus grade datum equals working envelope
- Allocate the budget across main floor, second floor, and roof
- Design within that envelope
