An attached garage looks like easy free square footage. The walls are there, the roof is there, the slab is there. Just throw up some drywall and you've got a new family room. I get this call once a month in Ottawa, and the answer is the same every time: it's possible, but the gap between "looks easy" and "code-compliant living space" is bigger than most homeowners expect.
The reason is simple. Your garage was never built to be lived in. The slab has no insulation. The walls might not have the right vapour control. The foundation often doesn't go to frost line. The HVAC doesn't reach. None of those are dealbreakers, but every single one has to be fixed before the City of Ottawa will sign off on the new room as habitable space.
Here's what an honest, code-compliant garage conversion actually involves, what it costs in Ottawa, and the parts homeowners always underestimate.
Step 1: Confirm It's Allowed (Zoning and Parking)
Before any design work, the City has to allow it. Two things to check:
- Zoning permission for the conversion, most R1 and R2 lots allow it but some require a minor variance if you're going below the minimum required parking
- Parking requirements, Ottawa's bylaw requires off-street parking for most residential properties. If your garage was your only parking, you may need to add a driveway pad or apply for variance

Step 2: Slab and Foundation Assessment
Garage slabs in Ottawa are typically 4 inches of concrete poured directly on compacted gravel. There is usually no insulation, no vapour barrier, and the perimeter foundation often goes only to a depth of 600 to 900 millimetres, well above the 1.2-metre frost line.
For a garage to become living space, both have to change.
Slab options:
- Floor over the slab with 2-inch rigid foam, sleepers, and plywood, raises the floor 4 inches and adds R-10. Lower-cost option for a typical two-car garage, but it changes floor height.
- Cut and re-pour the slab with proper insulation underneath. Higher-cost option, but no floor height change.
Foundation options:
- Underpin the existing footings down to frost line, sequential digs and pours along the perimeter. The most expensive foundation route, driven by perimeter length.
- Frost wall and skirt insulation, install a frost wall against the inside of the foundation and skirt insulation extending out 1.2 metres horizontally below grade. The lower-cost foundation route.
The skirt insulation approach works on most attached garages and is the most common solution we use in Ottawa. It saves on excavation and avoids the underpin sequence.
Pro tip
Do the floor height calculation before you commit. If the existing garage slab is 8 inches below the main house floor (very common in Ottawa) and you raise the new garage floor 4 inches with rigid foam and sleepers, you still have a 4-inch step at the doorway. That's a tripping hazard and a code issue. Either match the floor heights or design the step intentionally with a landing.
Step 3: Exterior Walls (Thermal Upgrade)
Garage walls are typically 2x4 framing with R-12 batt insulation, sometimes with no insulation at all in older garages. Living space in Ottawa requires R-22 effective in above-grade walls under the current Ontario Building Code.
The wall upgrade options:
- Add 2 inches of rigid foam (R-10) outside the existing sheathing, then re-side. Adds R-10 continuous insulation on top of the existing batts, total effective around R-21 to R-23. Best thermal performance but requires removing and re-doing all exterior siding
- Fur out the interior wall 2 inches and add interior rigid foam plus a new layer of drywall, total R-22 to R-24 effective. Reduces interior dimensions by 4 inches around the perimeter
- Spray foam the existing wall cavity with closed-cell, R-21 minimum at 3 inches, no air or vapour barrier needed because the foam handles both. Most expensive material cost but fastest install
For most Ottawa garage conversions where the homeowner is keeping the existing siding, the spray foam interior approach is the practical choice. It also handles the air sealing that batt insulation alone won't achieve.
Step 4: The Garage Door Wall
The big garage door opening is the most prominent change in any conversion. You have three real visual approaches:
- Full infill, match exterior, frame in the opening with new studs, sheathing, insulation, siding to match the rest of the house, and add windows where they make design sense. Reads as a house addition. The most expensive of the three approaches, but the resale value is highest
- Large window assembly, frame the opening for one or two large windows that fill most of the original door space. Less work than full infill, gives the new room serious natural light
- Patio door, install a sliding or French door where the garage door used to be, useful if the garage faces a backyard you want access to
The lazy approach (a man door and stucco panel where the garage door was) saves money in the short term and hurts resale long term. Buyers can spot a garage conversion from the curb when the front of the house still reads as garage.
Step 5: HVAC (Separate Zone Recommended)
The home's existing furnace was sized for the original house. Adding 380 to 480 square feet of conditioned space means the furnace has to work harder, and the duct runs to the new room have to be added.
Two real options in Ottawa:
- Extend existing ductwork, run new supply and return trunks from the existing system to the converted garage. Works if the existing furnace has spare capacity (most do for a 400-square-foot addition). The lower-cost HVAC route when capacity allows.
- Install a ductless mini-split heat pump dedicated to the converted space. Doesn't load the existing furnace, gives independent temperature control, very efficient. Costs more than a duct extension but adds a standalone zone.
The mini-split is increasingly the right call. Ottawa winters are cold but modern cold-climate heat pumps work down to minus 25 degrees. The garage-to-living-space project has different heat loss characteristics than the rest of the house, and an independent zone keeps it comfortable without overcooling or overheating the main floor.
Step 6: Permit and OBC Compliance
Garage conversions almost always require a building permit through MyServiceOttawa portal. The permit submission needs:
- Stamped drawings showing the new floor plan, wall sections, and structural changes
- Insulation values for floor, walls, ceiling (R-22 walls, R-31 ceiling, R-20 effective for floor over slab in Ottawa climate zone)
- Window and door schedules showing egress compliance if the room is used as a bedroom
- HVAC plan showing how the new space is heated and ventilated
- Electrical permit (separate, through ESA) for any new circuits
City permit fees scale with construction value; Ottawa's permit minimum is $117 even for the smallest scope, and a garage conversion lands above that. Combined with the engineer or designer's stamp, plan for a soft-cost line before construction starts and get it itemized in writing.
The unpermitted garage conversion is the single most common item home inspectors flag in Ottawa real estate transactions. The buyer's lawyer holds funds in escrow until the seller pays for retroactive permitting, which often costs several times what it would have during construction.
What Drives Garage Conversion Cost in Ottawa
For a typical 400 to 500-square-foot attached garage converted to a code-compliant living room or family room, these are the line items that drive the number, roughly in order of impact:
- Permit, design, and engineering: stamped drawings and the required statutory permit fees
- Foundation upgrade (skirt insulation typical): the larger structural line on most conversions
- Floor build-up over slab: rigid foam, sleepers, and subfloor to insulate the cold slab
- Wall insulation upgrade (spray foam): bringing 2x4 walls up to current R-value
- Garage door wall infill (full infill with windows): the single biggest variable, depending on how the opening is finished
- HVAC (mini-split typical): heating and cooling the new zone
- Electrical (new circuits, lights, outlets): ESA-permitted work for the new space
- Drywall, paint, trim, flooring: finish level sets where this lands
The all-in number depends on which of these your garage actually needs. Adding a bathroom or bedroom egress window pushes it up, and turning it into a self-contained suite with a kitchenette pushes it up again. You get a detailed written breakdown so every line above is clear before work starts.
The Honest Question: Is It Worth It?
Garage conversions return 50 to 75 percent of cost at resale, lower than most other renovations because some buyers actually want the garage. The decision should be about your needs, not return on investment.
Worth it if:
- You don't use the garage for parking and use the space for storage already
- You need a specific ground-floor room (office, accessible bedroom, in-law space)
- You have driveway parking and the neighbourhood doesn't penalize garage-less homes
Skip it if:
- The neighbourhood expects garages (most Ottawa suburbs)
- You're 12 to 18 months from selling
- You'd rather build a small home addition (often only 25 to 40 percent more cost for new construction)
