A homeowner in Orleans called me in February. His January gas bill had spiked to the point that he thought the meter was broken. The house was a 1990s side-split, 2,200 square feet, with a basement his previous contractor had finished two years earlier. He wanted to know what was wrong.
I went over with a thermal camera. The rim joists in the basement glowed cold blue. The contractor had stuffed pink batts in there, no air seal, no spray foam. Air was pouring through the sill plate at every corner of the house. The basement had R-12 in the walls and effectively R-2 at the rim.
That single shortcut, skipping spray foam at the rim joists, was bleeding heat out of the house every cold month. For the life of the house, on a 30-year mortgage, that is a small fortune in heating he would never get back.
Why insulation shortcuts are the silent killer of renovation budgets
Insulation is the single line item homeowners cut first when the renovation quote feels high. It is invisible. It does not show up in the listing photos. The difference between "code minimum" and "actually correct" is a modest share of a major basement or addition budget. Skipping it feels like a free win.
It is not free. The Ottawa climate punishes underinsulation harder than almost any city in Canada. We average 4,500 heating-degree-days a year and run negative-25 cold snaps for two weeks every winter. Every R-value you skip on the envelope shows up on the gas bill twice a year for as long as you own the house.
The shortcuts I see most often, and what each one costs
After 20 years of building and renovating in Ottawa, I have a list. Each one of these is a real assembly from a real customer, ranked by how much heat it loses on a 2,000 sq ft home.
- Pink batts at rim joists with no air seal: the single biggest loss on this list. The cavity needs 2 inches of closed-cell spray foam, then batts in front if needed. No exceptions.
- Polyethylene vapour barrier as the only air barrier: a steady, year-round leak. Poly has hundreds of staple holes and is rarely sealed at electrical boxes. Use a smart membrane or seal the poly properly with acoustic sealant at every penetration.
- R-20 in basement walls when code is R-22 plus thermal break: a moderate but constant loss. The Ontario Building Code §9.36 wants effective R-22 below grade for new construction. "R-20 batts in 2x4 wall" gives you about R-15 effective once you account for studs.
- Attic at R-40 instead of R-60: a meaningful loss across the whole ceiling. R-50 is the minimum for new construction in Climate Zone 6 (Ottawa). R-60 is what you should be putting in if you are blowing in cellulose anyway.
- Recessed pot lights cut into insulated ceilings without IC-rated fixtures and air-tight gaskets: each can leaks like a small open window, and they add up fast.
- Bonus room over garage with R-31 batts crammed into a 2x10 cavity: one of the worst offenders. The bonus room over the garage is the coldest room in 90% of Ottawa homes. It needs full spray foam, not batts.
- Cantilevered floors with batts only: a localized but stubborn loss. Any floor that hangs over open air (bay windows, projecting walls) freezes from below.
Stack the worst case together and you get the homeowner with a finished basement, attic insulation upgrade done badly, can lights everywhere, and a cold bonus room. I have inspected that exact house in Stittsville. The owner thought his furnace was failing.
The math on a leak that never stops
Let us say you finish a basement and the contractor talks you out of the upgrade to closed-cell spray foam at the rim joists, full air sealing, and proper detailing at penetrations. They give you the basement at code minimum (which honestly often falls short of code).
You save a little on the build today. Then you spend more on gas every winter for the life of the house. Over six cold months a year, that extra fuel cost lands on the bill again and again, every year, for as long as you own that home.
Hold the house 20 years and the extra heating dwarfs whatever you saved at the framing stage. The contractor pocketed the labour difference. You paid for it.
OBC §9.36 minimums you should know
Effective R-values, Climate Zone 6 (Ottawa), for buildings under §9.36.2: ceiling/attic R-60 (changed from R-50 in the 2024 update), above-grade walls R-22 effective, below-grade walls R-22 effective, slab edge R-10. Effective means after framing and thermal bridging are accounted for, not the number on the package. Most batts deliver 70 to 80% of nominal once installed.
Where contractors cut and how to catch them
The contractor's incentive to under-insulate is simple. Spray foam costs three to four times as much per board foot as batts. Air sealing labour is fiddly and slow. The work is invisible once drywall goes up. If they shave a few thousand from a quote by changing the insulation spec, the homeowner usually does not notice until winter.
Things to watch for in your renovation quote:
- Specific R-values for every assembly: not "code-compliant insulation," not "pink batts as required." If the spec says "R-22 closed-cell + R-12 mineral wool, total R-34 effective," you are dealing with a serious builder.
- Spray foam line item explicitly called out at rim joists, bonus rooms, and any cantilever or transition.
- Air barrier strategy named: smart membrane like Intello or Mento, sealed poly, or interior taped sheathing. "Vapour barrier" alone is not an answer.
- Blower door test included for any major addition or full home renovation. The Ottawa Hydro and Enbridge rebate programs require it for the rebate, and it tells you whether the air seal actually worked.
- Thermal break at the slab edge on any new addition, basement insulation upgrade, or below-grade wall.
The Ottawa houses where this hurts most
1960s and 1970s homes in Alta Vista, Manor Park, and parts of Centretown were built with R-7 in 2x4 walls, no air seal, and R-12 in the attic. If you renovate those homes, the building code triggers an upgrade requirement on the affected assemblies, and you should go further than the trigger anyway. We routinely add 2 inches of exterior rigid foam during a re-side, taking those walls from R-12 to R-32 effective. The fuel savings pay for the foam in 7 to 9 years.
1990s and 2000s homes in Kanata and Barrhaven have a different problem. The walls are usually decent (R-19 in 2x6), but the bonus rooms, cantilevers, and rim joists are catastrophes. A targeted spray foam upgrade in those spots often returns 50% of the heating savings of a full envelope retrofit, at 15% of the cost.
Heritage homes in the Glebe and New Edinburgh present the hardest puzzle. You cannot foam a rubble-stone foundation without trapping moisture. The right answer is interior smart membrane systems with vapour-open mineral wool, drainage detailing, and a humidity-controlled basement. This is structural engineering as much as insulation, and it is part of what we plan during the whole-home renovation process.
Rebates that pay for the upgrade

I have never had a homeowner regret spending more on insulation. I have had many regret saving on it.
The bottom line
Insulation is the only renovation line item where spending more reliably pays you back. Cabinets do not appreciate. Faucets do not save you money. Quality insulation cuts your heating bill from the day you turn on the furnace until the day you sell the house, and Ottawa winters are long enough that the math is rarely close.
