A buyer in Alta Vista closed on a 1962 bungalow last March and wanted the kitchen wall down before move-in. Their handyman quoted a quick lump sum and said no permit needed. Three days later the upstairs bedroom door would not close because the floor sagged 11 mm. The fix was a retrofit beam, a structural engineer's site report, and a permit pulled after the fact, for many times what the wall removal should have cost done right the first time. The Ottawa load bearing wall permit exists for exactly this scenario.
Removing a load-bearing wall is one of the most common renovation requests we get. It also generates the most calls from homeowners who tried it themselves or hired someone who said it would be fine. Here is what the City of Ottawa actually requires, what the engineer is signing for, and what your contractor should be doing on the day the wall comes down.
Is It Actually Load-Bearing?
Step one is honest assessment. Not every wall in your house is load-bearing, and not every wall that looks beefy is doing structural work. In Ottawa houses we see four common patterns.
Bungalow centre wall. The wall running the long axis of the house, parallel to the front, almost always carries the ceiling joists at midspan. Removing it without a beam will cause sag within weeks.
Two-storey first-floor wall. Any wall directly under a second-storey wall above is suspect. The load path runs continuously from roof through second-floor framing into that wall.
Kitchen-to-living perpendicular wall. If the joists above run perpendicular into it, it carries them. If they run parallel, it may only be partition.
Shear wall. Some walls do not carry vertical load but resist racking from wind or seismic. These are still structural and the engineer treats them seriously.
You cannot determine load-bearing status from a photo or a hunch. The structural engineer goes into the basement, looks at joist direction, looks at footings, and runs the math. Structural engineering is non-negotiable for any wall removal that touches a load path.
What the City Requires
Removing a load-bearing wall is a Part 9 alteration under the Ontario Building Code. It triggers a building permit, and the permit will not issue without a structural engineer's stamped letter. Specifically, the City of Ottawa intake requires:
- A floor plan showing the wall to be removed and the new beam location
- An elevation or section showing the beam, its bearing points, and the load path to the foundation
- A structural letter signed and sealed by a Professional Engineer (P.Eng.) licensed in Ontario
- Specs for the beam (LVL, steel W-section, or PSL with size and grade), bearing details (post, jack stud, or column), and footing requirements at each end
- The permit application form, with the City building permit fee paid (the City of Ottawa permit minimum is $117; the fee scales with the value of the work)
The engineer is the gatekeeper. They look at the existing structure, calculate the tributary load (everything sitting above and beyond that wall), size the beam to the OBC table or first-principles capacity, and confirm the new posts have adequate bearing into the foundation below. Their letter is what tells the City the alteration is safe.
Watch out
The most common mistake on a do-it-yourself wall removal is putting the new beam in but ignoring the load path below. The beam transfers load to two posts, and those posts transfer load to the floor below. If there is no continuous post or matching beam in the basement, you have moved the problem one floor down. The basement floor will crack within months.
The Engineer's Letter, Decoded
What you actually receive from the structural engineer is a one-to-three page letter on company letterhead, sealed with a P.Eng. stamp. It will state:
- Site visit date and observations
- Existing conditions: joist direction, span, species, grade
- Tributary load calculations (dead and live, sometimes snow if a roof load is involved)
- Beam specification, including size, grade, and any plies
- Bearing requirements at each end (post size, jack stud count, lateral bracing)
- Foundation verification (existing footing, or new footing pour if required)
- Inspection requirements during construction
Read the inspection requirements line. The engineer will often say "engineer to inspect prior to closing wall" or "to verify bearing prior to drywall." That is a separate site visit at your expense, and the City inspector will want the engineer's site report before approving the framing inspection.
Common Beam Specifications in Ottawa Houses
For 90% of single-family Ottawa beam projects, the engineer's call is one of these:
- Triple 1.75 x 11.875 LVL (microllam). Common for 12-16 foot spans carrying typical residential floor or ceiling loads. Easier to handle on site, no welding.
- Steel W-beam, W8x18 or W10x22. Used for heavier loads, longer spans, or where headroom is tight. Heavier to handle, requires steel fabrication, often welded plate connections at posts.
- PSL (Parallam) post. Post material at the bearing points, often 5.25 x 5.25 or 5.25 x 7.
- Steel column with base plate. Sized to engineer's spec, bearing on a thickened slab or new pad footing.
Beam sizing is not a rule of thumb. The engineer plugs the actual span, actual load, and actual deflection criteria (typically L/360 for live and L/240 total) into the math. Two houses on the same street can have different beams in similar walls because joist directions or roof loads differ.
The Construction Sequence
Once the permit is in hand, the work is sequenced and not rushed.
- Temporary shoring. Before the wall comes down, temporary walls or jack posts pick up the load. Spaced per the engineer's spec, typically 4-6 feet from the existing wall on each side.
- Wall removal. The existing wall comes down in sections. We document with photos for the inspector and for our file.
- Bearing prep. Posts are cut to length, bearing pads or columns are installed, footing verified or poured.
- Beam placement. Beam is muscled or craned into position. For long LVL beams in finished homes, we sometimes pass them through a window opening with the trim removed.
- Connections. Beam-to-post connections per engineer (bolted, welded, or simpson hardware). Lateral bracing if specified.
- Engineer site visit. Engineer signs off on installation before the cavity is closed.
- City framing inspection. Inspector reviews engineer's site report and the installation in the open.
- Close-in. Drywall, finishing, and painting. The beam can be exposed (shadow-line bulkhead) or buried in a flush ceiling depending on joist depth.

What Drives the Cost in Ottawa

Steel beams, longer spans, or footings poured fresh push the number higher. The single biggest variable is whether the beam is engineered LVL or steel, and whether new footings are required below the bearing posts. Because each driver is its own line, the proposal stays transparent and the scope is easy to value-engineer if you need to.
What the Inspector Checks
The City framing inspector's checklist on a wall-removal job is short and specific. They confirm:
- Beam matches the engineer's specification (size, grade, ply count)
- Bearing posts match (size, material, location)
- Connections are per the drawings (bolts, hardware, welds visible)
- Engineer's site letter is on file confirming installation review
- Any temporary shoring has been removed
- Footings under new bearing are confirmed (pour record or existing slab thickness)
If the beam in the wall does not match the beam on the drawings, you fail. If the engineer's site letter is missing, you fail. If the post landed on a floor with no footing under it, you fail and rebuild.
The Quiet Risk: Insurance and Resale
Two reasons not to skip the permit, even if you are confident your handyman knows beams.
If a loss occurs (water damage, ceiling collapse, or worse) and the insurance adjuster traces it to unpermitted structural work, the claim is denied and the policy may be cancelled. We have seen this twice in the last five years.
When you sell, the buyer's lawyer asks for permits matching any visible structural changes. A flush ceiling where there clearly used to be a wall, with no permit on file, is a closing-day problem. The deal either re-prices down or stalls for weeks while you pull a retroactive permit.
