The most common question we get on initial consultations: "Do I really need an engineer for this?" The contractor before us said no; the inspector says yes; the homeowner is in the middle wondering who is right.

The honest answer is that engineering is not optional for certain work, and the times the contractor "saved you the engineer fee" are exactly the times you read the bad news on a building inspection report.

Here is when an Ottawa renovation legitimately needs a P.Eng, what the engineer actually does, and what drives the cost of that work.

What "P.Eng" Means

P.Eng is the designation of a Professional Engineer, licensed by Professional Engineers Ontario (PEO). The licence is regulated under the Professional Engineers Act. Only PEO-licensed engineers can stamp engineering drawings, and that stamp carries legal liability for the work.

For residential renovations the relevant discipline is structural engineering. The engineer's job is to verify that the building will safely carry its loads, accounting for dead loads (the structure itself), live loads (people, furniture, snow), and lateral loads (wind, seismic). They produce calculations, drawings, and a stamped seal on the structural sheets of your permit set.

A BCIN designer can produce architectural drawings and basic Part 9 prescriptive structural details (joist tables, beam tables, lintel tables in the OBC). When the project moves outside what the prescriptive tables cover, the engineer takes over.

The Eight Triggers for an Engineer

1. Removing or Altering a Load-Bearing Wall

The single most common engineering trigger in Ottawa. You want to open up the kitchen by removing the wall to the dining room. That wall might be supporting joists, an upper floor, or the roof. The engineer determines:

2. Cutting a New Wide Opening

Cutting a new opening over 1.2m wide in any wall (load-bearing or shared with neighbouring suite). The same beam-sizing analysis applies. Common triggers: opening a kitchen to a great-room layout, adding a wide patio door to a rear wall, creating a pass-through.

3. Second-Storey Additions and Roof Modifications

Adding a second floor to a bungalow, raising the roof, or adding a substantial dormer triggers a full structural review. The engineer verifies:

4. Underpinning or Bench Footings

Lowering a basement floor below the existing foundation (to gain ceiling height in old Ottawa houses) is one of the most engineering-intensive residential operations. The engineer designs:

Underpinning fails badly when done without engineering. We have inspected three Ottawa basements in the past five years where unpermitted underpinning caused upper-floor settlement. The repair cost in each case ran into six figures, far beyond what the engineering would have been.

5. Steel Beams, LVL Beams, or Long Engineered Spans

Any beam of any material that exceeds the Part 9 prescriptive tables in the OBC needs engineering. In practice this means almost any LVL (laminated veneer lumber), almost any steel I-beam, and many built-up SPF beams over 4m of span. The engineer verifies the species, grade, and size of the beam, plus its connections to columns and bearing points.

6. Floor Openings in Older Homes

Cutting a stairwell into an existing floor in a 100-year-old Ottawa home (Glebe, Centretown, Sandy Hill, Old Ottawa South) often triggers engineering because the existing joists are undersized by current code, irregularly spaced, or sagging. The engineer designs the header, the trimmer joists, and any sistering required to bring the floor up to code.

7. Foundation Cracks or Settlement

If you have a horizontal crack in your foundation wall, or vertical cracks wider than 6mm, or visible settlement (sloped floors, doors that no longer close), an engineer's assessment is non-negotiable. The engineer:

Scope: an inspection and diagnostic report. Remediation engineering and construction oversight are additional, quoted once the cause is known.

8. Adding Substantial Loads

Hot tubs, heavy stone fireplace surrounds, large aquariums, mechanical equipment, anything north of about 250 kg/m² as a point or distributed load. The engineer verifies the existing structure can take it or designs reinforcement.

Heads up

Egress window cuts in foundation walls also need engineering review for the lintel above the cut and for any settlement risk. This is a small but mandatory piece of engineering that homeowners often skip and inspectors always catch.

What the Engineer Actually Delivers

For a typical Ottawa residential project, the engineering deliverable is:

The stamp is what the City of Ottawa plans examiner is looking for on the structural sheets. The final letter of conformance is what the City of Ottawa inspector wants at final inspection.

How the Fee Scales by Scope

Engineering fees for typical Ottawa residential renovations scale with the number of structural elements, site visits, and the depth of foundation review. Roughly from smallest scope to largest:

A quote that comes in unusually low is often skipping the site visit or missing scope. A quote that comes in unusually high for a simple single-beam design usually means you are paying commercial-rate hours on a job that should be a templated residential calc. Ask for the scope behind the number and a written breakdown.

Why the Stamp Actually Matters

Beyond the immediate permit requirement, the engineer's stamp matters for three long-tail reasons:

  1. Insurance. If a structural failure causes damage in the future, your insurer will ask for documentation that the work was engineered. No stamp, no documentation, claim denied or significantly reduced.
  2. Resale. When you sell, the buyer's inspector identifies engineered work in the home. The buyer's lawyer asks for the engineered drawings and the closing letter for the permit. No documentation, sale negotiation problem.
  3. Liability. If unstamped structural work fails and harms someone, the homeowner is the liable party, not the contractor (who can dissolve a corporation in a month).

Where Contractors Cut Corners (and Why You Should Not Let Them)

The four ways contractors avoid bringing in an engineer when they should:

None of this is malicious; experienced builders genuinely do know what is structurally sound 90% of the time. The 10% that ends in problems is why engineering exists.

The Honest Decision

The alternative, finding out at framing inspection that your work is not approved or, worse, finding out 5 years later when the second floor sags, is materially more expensive.
