A basement in Ottawa is the cheapest square footage you'll ever build. The walls are already there. The roof is already there. You just need to make the box livable, and most homeowners are shocked at how many steps that takes when it's done right.
I've finished basements in Kanata bungalows, Findlay Creek two-storeys, and 1960s bricks in Alta Vista. The order is always the same. The shortcuts you can take are not. Skip the wrong step here and you'll be ripping drywall off in three years to chase a mould smell or a wet stud bay.
Here's the real sequence we follow on a finished basement, what each phase actually costs, and where Ottawa's climate forces choices most YouTube videos won't tell you about.
Phase 1: Inspect, Plan, Permit
Before anything moves, the basement gets a hard look. We're checking for active leaks, efflorescence on the foundation, parging condition, sump pump function, electrical panel capacity, and ceiling height. Ottawa minimum finished ceiling height is 6 feet 5 inches under beams and ducts, 6 feet 11 inches under joists for a habitable room.
If there's any sign of water, that gets fixed before a single stud goes up. Drywall over a leaky foundation is one of the most expensive mistakes you can make, you end up tearing out a finished basement to fix what should have been handled on day one.
Permits are required when you add bedrooms, bathrooms, kitchens, or change egress. A basic rec room with no plumbing changes usually doesn't need one. A legal secondary suite always does. The City of Ottawa permit minimum is $117, with the permit fee scaling up from there based on the scope of work, finished area, and number of plumbing and electrical fixtures.
Pro tip
Run a moisture meter against the foundation walls in three places, low, middle, and at the rim joist, on a rainy week and a dry week. If readings spike after rain, you have an exterior water issue. Fix that with grading, downspout extensions, or weeping tile work before you frame.
Phase 2: Vapour Barrier and Foundation Wall Strategy
Ottawa's frost line is 1.2 metres. Your basement walls are concrete, cold, and they sweat in summer when warm humid air hits them. The wall assembly has to handle that without trapping moisture.
The Ontario Building Code allows two main approaches:
- Continuous rigid foam against the concrete (2-inch XPS or EPS), then a stud wall in front, then mineral wool batts in the cavity, then a poly vapour barrier on the warm side. This is the belt-and-suspenders method and what we install when basements get used as primary living space.
- Spray foam directly to the concrete (closed-cell, 2 inches), then frame in front and fill the stud bay with batts. Faster install, more expensive, no separate vapour barrier needed because the foam is its own air and vapour control.
Either way, you do not put fibreglass batts directly against a poured concrete wall. That's how you grow black mould inside three winters.
Phase 3: Framing the Basement
Walls are framed at 16 inches on centre, kept off the concrete floor by a pressure-treated bottom plate, and held a half-inch back from the foundation to leave room for the rigid foam and any minor wall waviness. Top plates tie into the floor joists above.
This is also when we plan around posts, ducts, and the main beam. A drop-soffit around an HVAC trunk is normal in an Ottawa basement. Trying to hide the trunk by furring up the entire ceiling drops your headroom and risks failing the 6-foot-5 minimum under beams.
Bedrooms get egress windows. The opening must be at least 0.35 square metres with no dimension under 380 millimetres, sill no higher than 1.5 metres off the floor. Most pre-2000 Ottawa homes need their windows enlarged. That's a concrete cut, a window well, and a new lintel, so each egress window is its own small structural job. Cost per opening depends on foundation thickness, depth of the window well, and whether a lintel and waterproofing detail are required.
Phase 4: Rough-Ins (Electrical, Plumbing, HVAC)
This is where the basement gets its bones. The order matters because plumbing has to win against electrical when they fight for the same joist bay, and HVAC wins against both.
- HVAC first. New supply and return runs to each new room. Most Ottawa basements need at least one return relocated and two or three new supply registers added.
- Plumbing second. If you're adding a bathroom, drain lines run in the floor or, if the slab can't be cut, in a soffit. Water supply runs in the walls.
- Electrical third. New circuits for outlets (every 12 feet of wall in living areas), pot lights (LED, 4-inch), bathroom GFCI, and a sub-panel if the main is full.
All three rough-ins get inspected before drywall closes them up. Skip the inspection and you'll open walls for the buyer's home inspector five years from now.
Phase 5: Insulation, Drywall, Mud, Prime
Insulation goes in after rough-in inspections pass. R-22 mineral wool in the stud bays of exterior walls (on top of the rigid foam already installed). R-12 to R-14 in interior partition walls if sound matters, especially around bedrooms and the mechanical room.
Drywall is half-inch on walls, half-inch or 5/8-inch on the ceiling. Bathrooms get cement board, not green board, in tub and shower zones. Three coats of mud, sand between coats, prime with a high-build PVA primer.
The drywall finish is what people actually see. An expensive basement with level-three taping looks worse than a more modest one with level-five taping. Pay for the extra coat.
Phase 6: Flooring, Trim, Paint, Finish
For Ottawa basements we install luxury vinyl plank (LVP) over the concrete slab in 95 percent of cases. Here's why: LVP is dimensionally stable across humidity swings, it's 100 percent waterproof, it floats so it forgives an out-of-flat slab, and it sits at an accessible price point installed. Engineered hardwood looks better but it warps if your slab ever takes on water.
Carpet is fine in a bedroom only, and only over a moisture-mapped slab. Tile is great in a bathroom and a laundry room, painful everywhere else because it's cold underfoot.
Trim, doors, and paint follow flooring. Paint the walls in a low-sheen eggshell or matte, ceilings flat white. Trim is satin or semi-gloss. Final electrical and plumbing trim-out (light fixtures, vanity, toilet, faucets) closes the project.
Real Timeline and What Drives the Cost in Ottawa
An average 900-square-foot Ottawa basement finish, including a rec room, a bedroom with egress, a 3-piece bathroom, a small wet bar, and a mechanical closet, runs 8 to 14 weeks of active build time. Add 2 to 4 weeks of design and permit time before that.
What moves the number on a basement is the scope, not a one-size-fits-all price. The biggest cost drivers are bathroom complexity (a 2-piece versus a full tiled 3-piece with a shower), the number of egress windows you have to cut into the foundation, the finish level on flooring, trim, and cabinetry, and whether you need a sub-panel or major HVAC changes. A legal secondary suite adds the most, because a separate entrance, a second kitchen, fire separation, and sound assemblies all carry their own labour and material. The Mistakes That Cost the Most
Three things sink basement projects in Ottawa, and they're all preventable:
- Finishing over a damp slab or wet wall. Always test, never assume.
- Skipping the egress upgrade. A bedroom without proper egress is not a bedroom under OBC. It will not appraise as one. It is a fire risk.
- Cheap rough-in. The wires, drains, and ducts hidden behind drywall are the parts you can never get back to without a mess. Spend money there, save money on the paint colour.
A finished basement done right adds 60 to 80 percent of its cost back to your home's appraised value, gives you 700 to 1,200 extra square feet of livable space, and lasts 25 to 40 years before the next refresh. Done wrong, it's a humid, drafty room nobody uses.
