An older couple in Sandy Hill called us about a kitchen reno in their 1948 brick home. Standard project, except for one detail: when we opened the wall to relocate the dishwasher, we hit pipe wrap that was clearly asbestos. Work stopped. Crew left. The next two weeks were testing, abatement, and clearance air sampling before we could pour a slab. It added meaningful cost and two weeks to a project that was supposed to be straightforward.
If your Ottawa home was built before 1990, you have asbestos somewhere. Probably more than one place. The question isn't whether to deal with it but how, and at what point in the renovation. Here's what 20 years of pulling apart older Ottawa homes has taught me.
Where asbestos hides in Ottawa homes
Asbestos was used widely in residential construction in Ontario from the 1940s through the late 1980s. The most common locations in Ottawa homes I've worked on:
- Vermiculite attic insulation (Zonolite brand). Common in homes built or insulated 1940-1990. The brown-grey pebbly stuff in the attic. Often contains tremolite asbestos.
- 9x9 floor tiles and the black mastic underneath. Almost universal in basements and kitchens of homes built 1950-1985. The tile itself is usually about 5% chrysotile; the mastic is usually higher.
- Pipe and boiler insulation. White or grey wrap on hot water and steam pipes in basements, especially homes with old gravity furnaces or boilers.
- Drywall joint compound (taping mud). Pre-1980 mud often contained asbestos. Sanding it during a renovation is the highest-risk activity in a typical reno.
- Popcorn or stipple ceilings. Common 1960-1985.
- Cement asbestos siding ("transite"). Used on exteriors 1940-1980. Looks like grey shingles or panels.
- Vinyl sheet flooring. Some products from 1950-1985 have asbestos in the backing layer.
- HVAC duct tape, gaskets, and the mastic at duct joints.
Ottawa neighbourhoods most likely to have these materials: Sandy Hill, Centretown, the Glebe, Old Ottawa South, Westboro, Lowertown, Vanier, Hintonburg, Manor Park, and parts of Alta Vista with original 1950s-1970s housing stock.
The Ontario rules every owner should know
Ontario Regulation 278/05 governs asbestos work on construction projects. It's enforceable on every renovation, including residential, regardless of whether you have a permit.
The regulation classifies asbestos work into three types:
- Type 1: Lowest risk. Work that doesn't disturb friable asbestos. Removing intact 9x9 tile by hand without breaking it can sometimes qualify. Limited PPE; no enclosure.
- Type 2: Medium risk. Disturbing small areas of non-friable asbestos. Removal of pipe wrap in good condition. Wet methods, HEPA vacuums, sealed disposal bags, full PPE.
- Type 3: Highest risk. Friable asbestos removal in any quantity, vermiculite insulation removal, large quantities of any asbestos. Full enclosure with negative air pressure, decontamination unit, supplied-air respirators, clearance air sampling.
Vermiculite attic removal is always Type 3. So is sanding old joint compound. So is any wall demolition where the drywall predates 1980. The cost difference between Type 1 and Type 3 is enormous.
The "I'll just do it myself" trap
Homeowners are technically allowed to do asbestos removal in their own residence under Reg 278/05. The catch: any contractor or worker on the project triggers the full regulation. So if you DIY-remove asbestos and then call us in to renovate, we walk in to a contaminated site we can't legally work in. Air sampling will pick up fibres for years. Don't do it.
When to test, and when not to bother
Lab testing is inexpensive relative to the rest of a renovation. You pay a modest fee per sample at an Ottawa lab (Pinchin, Maxxam, ALS Environmental), and most contractors send 3-5 samples per project. For a typical kitchen or bathroom reno in an older home, the full round of testing is a small line item, and a cheap insurance policy against a much larger problem.
When testing makes sense:
- Pre-1990 home where you're doing wall demolition
- Any vermiculite-looking insulation in the attic
- 9x9 tile you want to remove
- Pipe insulation that's grey or white-wrapped fabric
- Popcorn or stipple ceiling you want to scrape
When testing is unnecessary:
- Cosmetic work that doesn't disturb finishes (painting, replacing fixtures, adding cabinets to existing walls)
- Homes built after 1990 unless renovated with reclaimed materials
- New construction sections of an addition
The honest advice: if your home is pre-1980 and you're doing real demolition, just budget for asbestos. Some of it will be there. Test the most likely materials first; assume the rest is contaminated until you know otherwise.
What drives abatement cost in Ottawa
For homeowners who haven't been through this before, here's what actually moves the number on each type of abatement, so you can read a quote and understand it:
- Vermiculite attic removal: Among the most involved, because it's always Type 3. Cost is driven by attic square footage, the negative air enclosure, disposal volume, clearance air sampling, and re-insulating afterward.
- Pipe wrap removal in a basement: Lower cost when it's a single room of pipes in good condition. Type 2 procedures, sealed bags, and disposal volume set the price.
- 9x9 tile and mastic removal: Driven by the floor area, the condition of the tile, and whether the mastic is encapsulated or fully removed.
- Popcorn ceiling removal: Usually one of the more contained jobs. Cost depends on ceiling area, wet-scraping versus removal, and the drywall repair that follows.
- Drywall demolition with confirmed asbestos in joint compound: Adds to a regular demo because the whole area becomes a controlled removal rather than open tear-out.
- Cement asbestos siding removal: Among the larger items, driven by the exterior square footage and disposal volume.
"Almost every quote I see for renos in pre-1980 homes that doesn't mention asbestos testing is going to grow. Either it's in the budget at the start or it's a change order at week three."
How asbestos work fits into a renovation timeline
Here's the sequencing I use on Ottawa projects in older homes:
- Pre-quote inspection. Walk-through with the homeowner; identify suspect materials. Take samples if anything's questionable. Lab results in 3-5 business days.
- Quote includes asbestos line. Either confirmed cost from the abatement subcontractor or an allowance with a clear assumption.
- Permits pulled. City of Ottawa permit doesn't require an asbestos report, but if there's a structural component the inspector may ask.
- Abatement before demolition. Abatement crew goes in first, sets up containment, removes the asbestos, runs clearance air samples (must be below 0.01 fibres/cc to clear).
- Renovation crew enters. Once clearance is confirmed in writing.
The total time added to a project for moderate asbestos work is 4-7 days. For full vermiculite attic abatement on a project where the attic is being touched, plan 7-10 days.
What homeowners commonly get wrong
Three mistakes I see often:
- Assuming "encapsulation" means done. Encapsulating asbestos (sealing it in place) is sometimes appropriate for stable materials like cement transite siding. It is not appropriate for materials you're going to disturb. If you're cutting through the wall, you can't encapsulate the joint compound.
- Trusting a single negative test result. Asbestos is unevenly distributed. One sample of joint compound from one wall doesn't clear the whole house. We sample multiple locations, multiple materials.
- Trying to save money by skipping clearance sampling. Without a written clearance, you can't legally bring trades back in, and your insurance may decline coverage. The cost of clearance sampling is small next to that risk, it is non-negotiable.
Insurance and disclosure
Two things to know about insurance:
Your home insurance generally won't cover asbestos discovery. You're paying for the abatement out of pocket. Some renovation-specific riders cover environmental discoveries; ask your broker before you start work.
Disclosure on resale. Ontario doesn't legally require sellers to disclose known asbestos, but most buyers' inspectors will flag suspect materials. If you abated and have certified clearance reports, keep them. They protect real value when you sell, because a buyer with proof the work was done properly won't discount the offer or walk away.
